Nikephorian internal ally

The early Nikephorian allows for one internal ally.

An internal ally must conform to the rule

2 to 4 units, 50 % of each mandatory type

So it must command 1 tagmata UG ( 4 bases minimum ) and a Themata UG ( 4 bases minimum ) which in fact is 100 % of the minimum.

I ruled that the core army must also take the basic requirements so in fact, taking the internal ally, in this case doubles the minimum requirements of the army  just a side effect

If I read you aright you are correct.

The relevent requirement is:

"They must take UGs sufficient to get them to at least 50% of the minimums in the list if there is sufficient allowance for a UG after the core
army itself has taken the minimum."

So the core army takes the minimum and then the ally takes their requirement.
