Charge target

A question from a very new player.
yesterday we have played our very first game, and we had some problem managing charges. In particular, this is the question: can a charger declare a charge toward a direction where actually there is no target?

The situation was this one: previosly a enemy Tug had declared a charge againt my Sug. Since I know that the Sug had to evade, I also recognize that -when charge are moved- the pursuing Tug will finish the movement with the flank open. May I declare a charge with one of my Tug in the final position of the enemy Tug and not toward its starting position?

Not a beginners question ... you ar celaerly old pros 
But no you can't.  You have to be in a position to charge the UG at the time all charges are declared.
