professional Generals moving troops of an instinctive General

pretty much as the title, can A professional AC or sub General spend their cards to move troops in an instinctive Sub generals command?

sub question- The extra 'out of command' card for a professional General is presumably inclusive if the unit is further than his normal command radius? I mean whether at 1bw or 11 bw he pays a single extra card for being out of command in ordering other troops around.

If they are non-allied.

Second point is ute as they can only do it at all inside command range.
which becomes 0 if they are in combat.

Hadn't noticed that it must be within command range - bet I've played that incorrectly more than once   :(

nor did I and I must have read that part of the QRS three or four times yesterday. Guess my brain was focusing on other things :)
