Simply because they were a specific anti-elephant device, didn't work and are more appropriate for scenario games. 
Guess I could add:

SPECIAL RULE:  Flaming Pigs.  Poor, Tribal Loose, Infantry, Unprotected, Expendables, Combat Shy.  Only effective against Elephant units.
Anti-elephant wagons with escorts:  Average, Chariot, Protected, Formed Close, Experienced, Javelin, Long Spear. Moves at War Wagon speeds, cannot evade.

I fully understand, and do not disagree with, the arguments against including flaming pigs; but they would look SO COOL! If they were in the list, it would surely be worth a few points just to bring home the bacon!

It's a gimmick but could be colourful and fun.

Found out that flaming pigs were also used by the Megarans against Antigonus Gonatus in 262 BCE.  Gonatus actually kept Pigs with his elephants to get them used to the squealing.
