Can Artillery with barricades option take their barricades with them  ?

If no to above question, if artillery move forward are they penalised for crossing then ?

Do lance armed flexible cavalry in skirmish order, get a free charge against other skirmish order cavalry at <3BW

No, barricades cannot move.
No, to move through barricades requires a YELLOW Card.  (This is clearly stated in the Characteristic description).

No. They get a Free charge at 1BW.  (9.4 A1.3).  Under 2020 list changes, if the enemy SuG has the Feigned Flight characteristic then it will be a Forced Charge at 3BW.
