Prompting a group through slowing fire.

Need to check the wording then as my understanding was that using Shield Cover had nothing to do with prompting through fire!
My belief was that the -1 for 'locking shields ' was an absolute and had nothing to do with the, if any, effect of the fire. And that is what I, and all my opponents when it has occurred, have played.

Same here, but as as the -1 BW is described as a slowing effect in the characteristic description it appears we have been playing in wrong
