How to post a new topic in the list queries and rules queries sections?

There does not appear to be a new topic button in either of these sections to be able to actually post queries. I was looking for this as there is a mistake in the Champa list from the South Easy Asia book. The entry for subject archers has them equipped with a bow but there is no skill level to go with it.
