Pre-Conquest Mongol 4506 - Max of flexible Cavalry

Hello,

The list allows up to 3 internal allies.

The mandatory choice for the normal army is 18 bases of flexible cavalry, meaning that each internal ally has a minimum of 9 of them.

The maximum total of Flexible being 48 bases, it is possible to get 3 IA generals, with 18 bases in AC command and 6+4 in each internal ally. But this comes at a cost of taking Average Flexible Unprotected Cavalry by 4-strong UGs, something which will bother some players (me included, if any doubt were to exist).

Would it be detrimental to balance if the maximum of Flexible Cavalry were raised to 54 to accommodate a build with 3 IA generals each having 2 6-strong UGs ?

This is similar to people asking about lists with 16 maximum of some good cavalry types and wanting to be able to field 3 x 6 base units but can't. Its a feature of some lists as are other "Damn, I can't quite get exactly what I want because of X in the list" restrictions. In this sort of case if taking 3 allies were mandatory rather than a choice I think there may be a case, however, where it isn't I like the lists having these sorts of "annoyances"  :)
