Bahrain Qarmatian List

I often search for army lists that fit the figures I have and that do NOT appear in tournaments that I've been able to review.
I'd like to game the Bahrain Qarmatian list BUT am uncomfortable about one of the special conditions that all the infantry UG's start the game mounted.
That seems excessive so I'm asking for an exception or adjustment limiting the number of camel mounted infantry to say 50% or so.

There is nothing about the infantry starting the game as mounted. They can optionally have the Dismountable characteristic, but even if taken they can be deployed as dismounted per the characteristic.
