2 Questions from tonight's game

A couple of question from tonight's game, Later Xiongnu vs Early Byzantine.

1.   Cataphracts charge into unit of Byzantine Kavallarioi who are already in combat. If the base contacted does not shoot, but the base next to it does, does the unit count as shooting ?, possible +1 bonus for charging into stationary cavalry who shot

2.   We had 2 units of caraphracts (with shove) 3 BW wide, fighting to their front but staggered by a base depth, but in side contact. 3rd base on unit 1 rolls a S, does the next base which is staggered get the +1 for the shove

1. Claims apply by file and not unit, so if you hit a base that hasn't shot you do not get the +1.

2. I believe the answer is yes you do. Page 1 and page 7 of the clarries give some details on this, but being staggered does not appear to rule out the Shove claim.
