(Early) Ming Chinese 4517 & 4519 - Handgunners

The handgunners are listed as Close order Infantry, is it intended ?

Also I wonder why they go down from Drilled to Formed when switching from 4517 to 4519.

Yes it is intentional.

All the Drilled troops go to Formed from the Early Ming to the Ming list - the army was less efficient.
