Hy my mind is a slippery thing so I ask a few questions :

- A TUG providing support and only support is still an engaged TUG . From my reading being engaged it may not move freely away as it is "fighting" and the supporting file may not charge but the unengaged files may charge 1 MU away . Is this correct ?

- When firing at a supporting file you downgrade the colour and that is simple enough .But now when do you define the supporting file as being supporting if the charge and impact did just happen . During the shooting phase which happens after charge but before melee are the "supporting files" supporting  8) I know a bit unusual but it can happen

There is no such thing as an "engaged TuG", only engaged bases.  A TuG which is only providing supporting files is free to move in the movement phase (assuming it complies with the normal restrictions for making a prompted action).  Specifically supporting files are NOT fighting, but are engaged.  (see glossary, p 132 PDF edition).

A supporting file is a supporting file as long as it is in a position to be a supporting file - the fact it hasn't yet contributed a dice is irrelevant.  So in your example, yes it is a supporting file and any shooting against it will be downgraded.
