Reason for "Discard a card in the Movement Phase"?

The rules for Movement on Page 25 say:

"3. SP4.3 Movement.
3.1. Starting with the active player, either:
3.1.1. a) play cards ....
3.1.2. b) discard a card, ..."

Why discard a card in that phase, can a General get new cards now?
I thought this is only possible in the upcoming Card Phase or am I wrong?

Just to stall. Sometimes it is advantageous to get the opponent to move something before you then you react to it.
