p.28 2b.6 - a professional army commander..... can gift any, or all, of their cards to any such general within 15HBW's.

So this can be above and beyond their allocated amount? So a mediocre general is issued 2 cards and can then be gifted another 2 so he has 4 in total?

A Mediocre general can only make a Block move with 2 TuGs, regardless of how many cards held. But yes, in theory a Mediocre general could be gifted 5 cards by a Legendary General and then prompt actions for 7 UGs. In theory each UG could tug one SuG allowing 14 UGs to be moved by that one general...
