PACTO Lists with "Replacement Elements"

I was curious what people thought about troops that have replacement elements in PACTO armies. It looks like the availability in many cases makes it to where you have to split up "front" rank troops much more than you would in Maximus. For example, with New Kingdom Egypt, if you want to take Close Fighters with Heavy Axe in a PACTO list, you may only have the front rank replaced in every other TUG. If you look to Magna, it's only one element per TUG of 4, so a mixed front rank. In Maximus, there is some uniformity in that 2 elements may be replaced, so a TUG can have a full frontage of the melee experts.

Would it be wholly unbalanced to review said availability so that at the various battle levels, you're able to have every front rank be lead by the melee expert troops as it is in Maximus? It's just a bit cumbersome, and not as visually cohesive. I envision something like in armies such as Camillan Roman where the breakdown is per Tug.
