Inca Internal Allies

The Inca list says that subject peoples can be in a:

separate internal allied contingent of a specific tribe (Collas, Cunti, Chimu, Chimur or Canarii

Can this allied command include any of the generic 'skirmishers' from the list? If not it would seem odd that most of these allied contingents are not able to bring along their own skirmishers.

Sorry for the lack of reply, other things getting in the way.

My initial thought is that it does require a list change.  My thought is to add a note to allow each internal ally up to 1 SuG of Skirmishers.  Would welcome the view of anyone with knowledge of the Inca army.
