Max Size Compulsory Terrain on Flanks?

So, if I have max size compulsory terrain, 10 x 10 and I roll a 2 or 6 that means that it is lost, right? That is, since it is 10 bw across and cannot be placed within 2 bw of the table edge, then it cannot fit into a flank sector.

Why does it have to be 2BW from the edge? Terrain has to be placed initially 2BW from another terrain piece. A 2 or 6 just means that a terrain place can be placed not touching an edge. If you want to, you can still place it touching an edge, you are not forced to make it touch an edge like you would be if you had rolled a 1 or 5.
