A Happy New Year to all.
Is there any central point where all the weapon characteristics are listed and explained? I have come across; Horse Killer, Spear Protection and something about shield cover and missile usage(?) but I don't really know what all of them are or if there are any others.
And while I'm at it, what's the chance of a new English language QRS alongside the French, Polish etc?

Best wishes to all for 2022.

There are three "list characteristics"  - they were defined as specific rules to particular lists and have now been incorporated into the 2022 army builder.  They are described in the notes for the relevant army list in the 2022 army lists.

Spear Protection - Applies only to Nikephorian Byzantine and Late Nikephorian Byzantine.  Cancels cavalry/camelry and chariot charge phase preferred claims.

Shield Cover and Shoot - Applies only to Nikephorian Byzantine, Late Nikephorian Byzantine and medieval armies with Genoese crossbowmen/pavisiers.  Allows the bases to claim shield cover and still shoot.

Horse Killers - Applies only to Early German, Classical Greek, Spartan and Later Spartan armies.  Represent these by a marker of skirmishing javelinmen accompanying the cavalry. As long as the cavalry does not exceed skirmishing infantry move distance, the UG may claim the Melee Expert characteristic when fighting cavalry. If a cavalry move exceeds skirmishing infantry move distance for whatever reason, then remove the marker and the characteristic cannot be claimed.

All other characteristics are defined in the rulebook.

If any move they make (voluntary or involuntary) exceeds skirmishing foot movement distance then they loose the characteristic.  This can be from evading, pursuing, charging or voluntarily making a move that exceeds the skirmishing foot distance (e.g. in the open moving more than 4BW).  Note you cannot choose to evade, pursue or charge less than full distance to avoid losing the characteristic but due to variable move distances you may sometimes get away with it.
