from  204 BCE, the line cavalry may/must be upgraded to cataphracts

The question is there MAY or MUST as it is indicated "all" which seems mandatory contrary to "up to all"

In other words can I use in 200 BCE a combination of line cavalry UG not upgraded  and cataphracts UG

There is no "may" involved and "all" means "all".
