The principle is more about how near to the fight they are.
Given the TuG concept a set of bases is several units.

For Romans say it will represent a few lines of troops with spaces in between fighting in their manner.
So the bases there are set enough back in reality to be a target.

My view is that those in the actual front fighting are too close to the fight.
Pikes are all blocked together.

I find its the best approximation of the reality represented by the bases given out abstractions.
