Upgrading "up to half"

When you upgrade half your troops, can you have mixed UGs of half upgraded, half not, or can you only upgrade whole UGs?

Covered in the introduction to each set.  All upgrades, characteristics etc  have to be applied to the whole UG.

Introduction? I've been getting as far as the contents page, then using the search function to skip straight to the army list. Maybe change the order next time, or add "introduction" to the contents list?

FWIW:

Could it be clarified in the text that a line permitting you to upgrade half of something does not count as "specified otherwise"?

Not clear if the main army actually has to take the 18 minimum, or would 9 be enough to qualify the whole army as including the minimum. If the latter, could the 2nd army optionally take 9 of that troop type? Could the 2nd ally take fewer than half the minimum if a smaller UG size was available that didn't exceed the maximum?

No.  If you upgraded half the elements in a UG then they wouldn't be classified identically would they!  The up to half, any, etc is not specifying otherwise.

Again I disagree.  The example makes it clear.  The core army has to take 18, the 1st ally has to take 9.  The second ally cannot take the spearmen as the maximum would be exceeded. It has to take 50% of the minimum if there is enough allowance.  Because there is not enough allowance, it doesn't have to take the 50% minimum.   (If it could take a smaller UG size but wouldn't exceed the maximum then it would have the OPTION of taking them, but they would not be mandatory.

I feel you are trying to read into the list rule says something different from what it actually says.

In the first case an option to upgrade half might look  like a specified exception to someone who wanted it to be a specified exception. All the other possible changes are explicitly limited to whole  UGs, but not this one.


In the second case, I was genuinely unsure if the main army taking the minimum was hypothetical or compulsory.
