SuGS charging camps

SuGsS can only charge Camps or TuGs within 1 base of breaking.

Is that parsed Camp or (TuG within 1 base of breaking) or
(Camp or Tug) within 1 base of breaking?

The former.

Yes you can always try to attack a camp with a SuG  - but you will often lose.
They aren't totally without ability to fight back - as my 4 bases of Skutatoi found out to their cost recently.
