Combat Shy units

During today's game, it just so happened that a combat shy skirmish unit engaged a combat shy skirmish unit. Does this just mean the combat shy bonus for each unit cancels each other out and the +1 is not applied in either case?

Both get the +1 so there is no net gain or loss for either.
