Internal allied generals minimum numbers if upgrades are used

I need clarification re internal Allied Generals.
My army uses flexible horse archers. 16 - 80.
I can upgrade half of them to skilled.

It specifically says you give half the minimum bases to an internal ally. Minimum 2 Tugs. Maximum 4 Tugs.
I want to upgrade half the bases in my army to skilled.

As far as I am concerned according to the written word, as long as I give 8 bases to the internal Ally those tugs can be 8 of the experienced bases. It says nothing about having to give the ally any upgraded to skilled.

Is this correct. This is the way I have been playing it.

Phew, that is how I have always read it as well  8)

Just to check a slightly different case such as the Seljuq Turk list where the upgrade to Skilled shooters is 1/4 to 3/4 - as the upgrade is compulsory would an internal ally have to include some Skilled shooters?

Yes, as they have to take 50% of the minimums (point 3 in the section for internal allies in the introduction).  In effect there is a minimum for both the experienced and the skilled in this situation.

That's is what I understood but seemed a good idea to get confirmation for consistency  ;D
