break off

In order to use a brzak off ( F2 or F3 ) is the theoretical move used as base or the move possible due to terrain ?

What happened is that cataphracts caught cavalry partly in the open . If the cavalry would have wanted to break off, the move would partly have been in rough ground ?  so would be able to move 3 only . For me impossible to break off

No move can exceed the maximum distance permitted for the terrain.

The break off distance cannot exceed the normal move for the terrain less 1 BW.
