The rules say on P. 83:

A rolled ‘S’ or “Skull” from Skirmishers except Artillery/Firearms/Cavalry/Camelry/Chariot: Target slowed down by 1 HBW
A rolled ‘S’ or “Skull” from Artillery/Firearms/”Shower Shooting”/”Infantry in close or loose Formation”: Target slowed down by 2 HBW

Can't Cavalry/Camelry/Chariot achieve a slowing effect?

Skirmishers except artillery
Cavalry
Camelry
Chariotry

So yes, Cv, Cm, Ch can achieve a slowing effect of 1 BW.
