On the QRS in both "General Claims"-Tables there's the line "General fighting in the Flank" with 2 Modifiers: "+1/+2 LG"
When is which modifier used?

The +2 is used if you have a Legendary General ("LG"), otherwise you use +1.

That should read "fighting in the file" not the flank. (I'm guessing auto- correct messed it up for you!). ie the General has been committed to front rank combat (usually frontally)
