     In the British lists Anglo Danish can have mixed Tugs but the Vikings cannot.  Is there a reason for that as it curtails the effectiveness of Vikings facing historic opponents.

These are different military systems. I am not sure that I agree with your basic premise that the Viking army isn't effective against historical opponents, but there is a good case for arguing that the Anglo-Danish system was more effective than the Viking system.
