We all agree that a unit with shield cover charging cannot claim the shield cover against the defensive fire.

A unit with shield cover is object of a charge.
the charging unit use shoot and charge.

Can the shield cover target claim the shield cover?

My first answer would be yes if they don't move during the charge period, meanwhile the charging unit use the shoot and charge prior all charge are declared.
Therefore we cannot know what the shield cover unit will do.

So, can we claim that shield cover for receiving a charge?

Bullet 5 in the characteristic states - "Shield cover cannot be used in the charge phase, ..."

There are no exceptions for troops receiving a charge. So Shoot & Charge types get an advantage here.

It was flagged to Simon a bit back as possibly odd and he decided to leave it as it stands.

Don't think it is necessarily wrong anyway. Presumably you don't want to be head down, cowering behind your shield as combat kicks off. How, for example, could legionaries be throwing their impact weapons and still claiming cover?

I used to enjoy charging legionaries with my shoot and charge battle chariots, back in the good old days.

Mortem et Gloriam is not constant time frames.
Reailty of S&C troops firing as they approach and legionaries breaking to throw pile too.
Seem better of the two options to me.
