Cumans and Pecheneg lists have a small number of Noble TUGs, the bulk of the army being skirmishing cavalry - however when the same peoples are used as mercenaries etc in other armies (eg Georgian, both Russians etc) they are defined as Formed Flexible.  This feels inconsistent - can someone explain the rationale please .... ta
