i cannot find cantabrian charcteristics for formed flexibles?

According to the Charaistics document it is only an option for skirmishing troops:

Cantabrian represents the best of the circulating firing formations for skirmish troops giving
potent fire at a single point (most skirmishing having some lesser form of it). It can only be
used by SuGs.

So can't be applied to flexible cavalry.

well...no..as a lot of flexible cav have it...

As far as I am aware no Flexible Cavalry have the Cantabrian characteristic, only Skirmishing Cavalry.  This is intentional.
