After reviewing much of the steppe armies, i have a question, why timurid dismounted superior cav in the army list get experienced instead of skilled bow, as when mounted?

A mounted bow is not the same as a foot bow. Foot bows are generally symettical, mounted bows assymetrical.   Firing a mounted bow when on foot is unlikely to achieve the same power.
