When is a block not a block?

I discovered at Skulls I may have a more restrictive view of a block than is intended by the rules.

Universal half based shifts- 'All moves (prompted and outcomes) may always include up to a ½ BW shift sideways to a)
move around friends, b) align or join to friends to make a block or supporting file'

prompting a Block- '2.1 To be a block UGs must:
Û all be in at least partial edge to edge contact with each other (side, front or rear)
and be part of the same command. Note: corner to corner contact only does not
qualify.'

I'd always taken the above to mean to be a 'block' you must be of the same command, limiting your shifts to join an other command's ugs to that of creating supporting files.

I think this is a case of the rules unintentionally saying something that can be misinterpreted.  "Make a block" is not intended to be linked with making block moves.

It is intended that you can use a half base width shift to move an UG into side-edge to side-edge contact with an UG in the same or another command.

To make a block move you must start in edge to edge contact with the other UGs.  You CANNOT use a half base width shift to form the block and then make a block move.
The UGs forming a block move must be in the same command.

Is that clearer?

Thanks Richard, I di say I thought my interp for the universal shift was more restrictive than was probably intended so yes your answer is much clearer :)
