Shoot and Charge can shoot if they declare a charge and also shoot in the shooting phase in they meet the conditions of 7c

Charge only shoots as experienced when declaring or receiving a charge.

Yes, that is the difference between the two.  Just to point out, you cannot shoot in both the charge phase and the shooting phase in the same turn.
