the shooting rules page 93 .C . 2. targets must be visible to be shot at.

all the conditions for overhead shooting are ok page 95.F. 2.

can A shoot at E even A cannot see E through L ?

Visibility is not affected by intervening troops only terrain.

Very interesting, i assumed wrongly visibilty was intercepted by troops .

do i understand boltshooters may elect to shoot at Elephants. as they see them and are within range ?

What question are you waiting to be answered?  Overhead shooting rules permit catapults and bolt shooters to shoot over friends as long as their target bases is more than 2BW away from any friends.  The rule is different for troops shooting from higher ground.  As I have indicated previously, visibility is only affected by terrain.

You cannot shoot over enemy UGs.
