In the compendium PG 185 it is explained when you can dismount mounted when faced by BWG and/or fortified camp, barricades, obstacles.

I cannot find it in the PDF can someone please put this lost traveller on the right track

What chapter number, chapter name, section letter and subsection number is it in the old rules?

It does still exist but has been modified in the PDF and the "I" mounting and dismounting has disappeared.
