The later Moorish may have a Vandal and a Byzantine contingent which must each be in their own separate command under a sub-general ALLY.

Only instinctive generals are allowed so instinctive for both even the BYZ ?

Yes.  As a bunch of deserters operating with the Moorish I don't have an issue with them being Instinctive.

As I expected, the question of the Vandals/Romans-Byzantines allies arrises once again

In the book it is written : Vandal, Byzantine or Roman deserters must each be in their own command under an ally general

My reading is that if you want to take those "contingents" there are separate commands under a specific separate ally general who can only have under his command those specifi guys

So as the Vandals could be chosen at the same time as the Byzantines, it would need 2 allied generals, both may be instinctive ( as per discussion in 2021 ) and one command could be the 8 vandal bases ( 4 to 8 bases ) no more as it is a separate command, and the other command, still allied, still instinctive could include only the byzantine deserters up to 12 bases of cavalry !

So a specific rule for that army list that has some specific allied generals that do not have to take units from the main list

That is how I read it

The allied generals do not take troops from the main list.  I will see if I can make it clearer in the 2023 lists.
