skirmishing and 1/2 BW

Here is the question

A foot SUG skirmishes and could go through a friendly TUG without any problems but the player wanted also to shift 1/2 base "to partially" avoid the friendly TUG and be in a better position!

Does he have a choice between going through the TUG and shift or does he have to make a choice :

Which led to another discussion : universal 1/2 BW shift : if it does not enable you to avoid entirely the friendly unit, may you still begin your move, shift and so be able to move further away in another move ?  in other words, may you shift 1/2 BW if the moves does not clear you completely of the friendly TUG that blocks you ?

I am not sure what you mean by "partially" avoiding the friendly TuG.  A universal 1/2 BW shift can be used to move around friends.  You either move around them (in which case you can use the 1/2 BW shift or you don't - in which case you can't!).  You can't use the shift to alter position whilst still passing through the friendly unit.

A move doesn't have to go full distance to use the universal 1/2 BW shift, so as long as you are still moving around the friend you could use a further 1/2 BW shift in the following turn.  You don't have to completely clear the friendly unit in one turn.

Now if you can go through a foot SUG, may you combine passing through and 1/2 base even if not needed ?

My answer would be no as it is not necessary, you move through the unit

Agreed.  You cannot pass through and use the 1/2 BW shift as the shift is only available to "avoid" friends.  Passing through is not avoiding them.

That suggests it is possible, if you need to shift a full base to avoid the friends, you can move towards them and shift 1/2, then next turn shift another half and go past them. Is that intended?
