In the 2021 list the Northern Border Staves couldn't be taken before 1423. But that restriction seems to have gone, (although there is a note saying there are no changes to the list). So can they now be taken alongside the Hobilars?

Northern Border billmen couldn't be taken until after 1423 CE (and still can't).
I cannot find any restriction ever placed on Northern Border staves.
