numbers seem off for the 1/3 Samurai with Yari and 2/3 Ashigaru, you can have up to 16 of the samurai but up to 48 Ashigaru. should it be 24/48 or 16/32

Indeed.  32 not 48. So the max total of samurai and ashigazru together would be 48.
