If you have ally generals and choose to upgrade some cavalry to skilled from experienced shooters do the allies and core generals need to take the same proportion of upgrade troops?

NO the proportion is taken counting all the bases but you may upgrade one or 2 UGs if possible and have all in one command

If the original list says upgrade up to half, an external ally cannot take more than half.
If the ally is internal, the restriction applies to the army, not the ally.

Hi, thx for your answer, I didn't know it could be done that way.
Another question still regarding internal ally.
When the main list mention for changing loose order to close order « all or none », does it apply to the army and internal ally or could the main army make one choice and the internal ally make a different choice?

By the same reasoning I would have thought its all or none including for internal allies mate.
