During the charge phase if you can claim both shatter and shove does that give a +3 vs neighboring files? It seems from the descriptions that shatter is just an improved version of shove, but I don't see anything preventing you from claiming both under the right circumstances.

We always played it this way : it is either shatter OR shove but not both at the same time . So usually you use shatter 

From the 2020 clarry:

• You can only create one of these effects from a single file, so if your troops have both in charge combat you get a shatter.

I don't see it in the 2020 Clarifications (v2 date 10-08-2020). I do see it in the 2019 Clarifications, but I didn't think those applied to the current rule set and didn't think to consult them.
