The question arrises from pg 123, the clear space needed for a flank charge . Must the charger begins his charge outside the needed clear space ?

No minimum distance.

The clear space is needed for the charge to count as a flank charge.

But there was something with the TUG as file support that could move to the flank for melee but could not charge because already corner to corner contact . Correct ?

I suspect you are thinking of the rules on page 132.
