I'm in the process of  generating both lists for a Rome/Carthage battle in Italy. Both sides will have four Generals. Advice please on their ratings because I don't want to be biased to either side.

I have tended to go

L-C-C-M for Hannibal
C-C-C-C for Rome

I have lost a legendary Caesar though and I know a legendary Alexander died once too!
