Some units are max stands=4 and have DC.
This means in Magna they'll be a bit rubbish really as only one file will be 2-deep and the other file has to suck it up.

Is there any rule I've missed?

In RJCs original it has that if a 4 maximum they must be 2 or 3 bases.

So those in Magna are best as a small 2.

As a two are they allowed to be one wide? I don't see that anywhere but it would be the only way they'd be representative of the original Maximus unit, really.

No they are not allowed to be 1 wide.  There aren't many lists with UGs of 4 that are DC and none are crucial to the armies they are included in.  They tend to be small units of Knights, typically Military order.  Play them as a UG with 3 bases.
