I assume when referring to the Fantasy "book" and "publication" this is going to be a free PDF? Otherwise it seems there would be many IP problems.

Book for the generic rule adaptations.
Lists would be be free PDFs.

There is no licence on LotR except for GW own version thereof.
So you can't use their figure or images of course, but you can do your own game relating tot he book if you want to.
