Cantabrian bug?

Possibly intentional, but mega cheesy. Cantabrian upgrades to skilled shooters in the Characteristics Sheet. Thus if you downgrade the shooting quality in your list to unskilled, they are still skilled when in Cantrabrian ...?

i think it was supposed to be upgrade one skill level
Exp - Skilled
unskilled - exp

Troops in Cantabrian upgrade their shooting to Skilled as long as the shooting SuG is not doing a Run Away response.

i think it was not imagined that players would downgrade shooting skill to take advantage of it. rather cheesy to do so i must say

Easy to fix. Just state in the characteristic that it is only available to experienced shooters.

Wasn't expecting characteristic to be allowed for Unskilled. Gliche between rules and lists.
The idea of unskilled shooters being good enough to form cantabrian .... seems like a null set to me.
So it now isn't. RJC and I agreed.

Cannot be used by unskilled shooters. Upgrade to Skilled is from Experienced only.
