Is it intended or should the max have become 27 so has to field 3 TUGS of 9 ?

Maximum can stay at 24.  Maximums do not have to be multiples of the largest UG size.

They do not have to, but they might.

Quite a number of LSp-armed forces and seen their maximum revised.

As for this case, going from 24 to 27 will not change anything for people fielding them by 6s (still 4 TUGs) or by 8s (still 3 TUGs), so is it that big of an issue ?

As the owner of an Akkadian army I see this as a feature not a bug. Like any other maximum which does not neatly fit with a round number of maximum UG size, live with it. Be happy that it means you don't have to buy more figures

Ok well I asked the question as some armies had their max adapted but so unbelievers from biblical time are not deemed worthy enough
