Flank marching to defeat

I have a query regarding TUGs allocated to a flank march in relation to calculating whether a triumph has been achieved.
TUGs allocated to a flank march do not count towards the army total for calculating defeat, and are then counted when they arrive.
If a small TUG army allocates all it's TUGs to a flank march, I presume this counts as an automatic defeat.  The army total at the start of the game is 0, and an army breaks immediately when the amount of TUGs lost reaches 50% of the army total.  As both calculated values would be 0, this would mean an automatic defeat.

Please confirm this is correct, or have I missed something?

Yes. It is not permitted to flank march all your TuGs.  (If you could, you could avoid defeat by simply never moving them onto the table...)
