Jurchen Jin 4507 - Downgrading allies

Hello,

List 4507 states that it allows Da Qi allies (based on Later Northern Song 4504), but stipulates that the ally may not contain Superior troops.

Does this mean it is forbidden to take the Imperial Guard (only Sup unit in 4504) or that, if taken, it must be downgraded to Average ?

Taking them downgraded to Average would satisfy the requirement.
